Senior Procurement Manager
Central government client is seeking a Senior Procurement Manager to support the procurement team under the client's umbrella of agencies.
The key responsibilities are:
- Provide professional procurement advice and support to customers on all aspects of non-ICT/Estates procurement, including EU Directives, ensuring value for money and legal compliance.
- Support and embed procurement best practice in support of Departmental and wider governmental best practice such as collaboration and implementing, for example, the recommendations of the Glover Review.
- Ensure sound commercial contracts are negotiated, which provide adequate legal protection and remedies for service level failure.
- Provide assistance to clients with any contractual issues/disputes.
- Ensure that relationships with Directorates are well managed and that we are aligning our resource to provide the greatest added value to the delivery of projects and policy and that the directorates have the proper commercial tools to enable them to manage their commercial affairs.
- Support negotiations with contractors
- Understand and communicate the Department's and Commercial Directorate priorities, and ensure objectives are aligned with them.
- Demonstrate the ability to work both within and across teams in order to deliver objectives
- Employ a range of appropriate techniques to promote equality of opportunity and diversity
Essential skills required are:
- MCIPS qualified
- Specialist experience in procurement of 2/3 years leading or supporting significant procurement exercises in the public sector
- Contract Management Experience and knowledge/experience of Supplier Relationship Management.
- Recent (demonstrable) experience of OJEU issues
- Experience of Buying Solutions tendering processes
- Ability to analyse complex information to a high standard
- Excellent communication skills and the ability to influence people at all levels within the Department and outside
- Ability to work without close supervision, to see tasks through to a successful conclusion and a pragmatic "can do" approach to problem solving
- Experience of working in a complex, dynamic high profile environment where the customer may not always be procurement aware.
